I think you're making something big out of what's just a little laziness on the part of Bungie...maybe they didn't feel like creating a whole specture of skin colors (or didn't have time). I mean, it would make more sense to ask why there are no female BoB's as opposed to skin color.

I think can explain it: you need to adjust the gamma correction on your scrren.

Of course it's a contradiction, but that's because governemt limitation is usually based on the inherent characteristics of the individuals it is composed of...human nature makes some things impossible. However we must take one thing into account here...the S'Pht aren't human.
