It's possible that pockets of Flood were stored all across the ring, and all of those pockets were opened at once (or perhaps one was opened and, once free, it remotely opened the other pockets.)

It'd be a heck of a lot creepier if there was just one holding cell, though... it shows how fast the Flood spread. ::shudder::
