I'm actually kind of thinking the same thing you are: : I'm not sure we watched the same review. I didn't hear him compliment any : past Halo game at all. He gave *some* praise to the characters while also suggesting that they never get to take off thanks to the substantially less praised Chief and Cortana being at the center of everything. And the level design being "organic" was directed at the entire franchise.
