I guess it depends on how you're looking at it. If you look at it as locked content that's only available in these circumstances, yeah, it sucks. If you look at it as bonus content that would otherwise be unavailable, I don't think it's quite as bad. What do you gain? You gain a skin that you would otherwise never have access to. For the record, I'm no fan of retailer exclusives, but I can't find a way around them. Even on PC games that are purchased online, we're seeing them. ME3 through Origin had some content, loads of Steam games get you extra stuff if you buy through them.
