DOA4 and Forza are not the same game, which gets back to the original point others have made: adding a driveable Warthog in a Forza game goes against the very essence of what makes it Forza. DOA strikes me as a much more whimsical franchise, so tossing in a random Spartan amongst all the other silliness isn't that big of a deal thanks to the Rule of Cool.

If you don't like or understand this answer because you're not a Forza fan, then fine, but that doesn't mean it's the wrong answer.
