Forza isn't a Halo game, it's a racing simulation. A simulation of actual vehicles with extremely realistic handling. They have no actual physical data to run off of in an attempt to recreate the warthog in such a way that it wouldn't break the game. If one attempted to implement how the hog handles in-game, you'd have a game breaker on your hands with absurd controls in comparison to how an actual vehicle operating under realistic physics would control. Simply making it a skin of another vehicle would be a slap in the face to the purpose of the franchise.

Not only are we (the Halo community) not the target audience, but they'd have to jump through so many engineering hoops in an attempt to appease someone that they're not marketing to that it simply isn't worth the effort. Retooling an entire engine to fit a single vehicle is absurd.
