I've only played the first Gears, but I : remember the level where you go underground and visit a human nuclear : facility. It seemed heavily implied that this was the case... The facility was not only not nuclear (it was related to the mysterious substance the game's backstory revolves around), but it was meant to serve as a "explanation" to the explosive Wretches (small monkey-things that usually melee the heck outta you). In fact, GoW2 introduces a whole bunch of explosive enemies as mutated (by the substance) Locust. As well as heavily implying the Locust have always been in the underground. So I guess there's still the possibility of you being right...
