That's how it was leaked, someone had a Dev Kit with access to PartnerNet and pulled the Reach files from there, granted it needed some conversion and editing to work on modified retail consoles. What's strange is that the .xcp the Reach files came in wasn't encrypted like all the other .xcps are. Hopefully MS learns to, say, I dunno, put huge game releases like Reach up on their servers anymore.
