I agree whole-heartedly. Halo was just a much better written game, specifically because it was consistent and also because the local conflicts of the story were resolved even as the game promised a sequel with a well-done cliff hanger. Halo 2 promised a sequel, but unfortunately it did not even attempt to resolve its local conflicts. I honestly don't know how Bungie came to the conclusion that defeating Tartarus was an event we were suppose to have enough of an emotional attachment to conclude that LEVEL much less the entire game. Personifying the Covenant and giving them human motivations was the biggest mistake te franchise could have possibly made. They're aliens, they should not behave like humans, otherwise you're doing another star trek.

Halo 1 wasn't really even about the covenant is the amazing thing, the covenant was simply a part of the forces of the universe overwhelming earth who themselves were being overwhelmed by the flood, and the story was much simplerand cleaner. remnants over ancient civilization found... MC finds speaker for the dead... discovers humanity was the ancient civilization and got wiped out by alien force even more deadly then the one currently beating the tar out of earth... survives his little jaunt into hell knowing something he probably wishes he didnt know.
