(Narcogen) : Methods of combating the Flood up to array activation might need such : testing, but it does not seem as if the Forerunners or their extent AIs : (MB, OB, and the Monitors) are willing or capable of undertaking such : testing on their own. It certainly doesn't appear as if they have. "A thousand other plans were tried, and failed" before the Array was activated. I think that the bulk of the evidence suggests that the Array was a weapon of last resort and that the Forerunner were trying until the very last minute to find a less Pyrric way of defeating the Flood. That would make keeping viable specimens essential for them... and for those seeking to Reclaim the Mantle, as the Flood are an extragalactic threat and even their extinction throughout the Milky Way does not ensure that the threat won't return from outside or be stumbled upon in dormancy out in the wild. -- Steve thinks there's too much emphasis on the Rings wiping out the Flood in speculation lately... when they likely did no such thing, as we have been told many times the Array Pulse could not do so and could only deprive the Flood of hosts in the hopes of starving the infection out.
