There are many less risky places that I could think of. It is not sensible to store the Flood anywhere near such a crucial facility for combating the Flood. Store the Flood in facilities located in hostile environments with giant anti-matter self destruct facilities and operate experiments remotely using waldos. Only give the Flood controlled exposure to biomass. Store the biomass off site, deliver it to site when needed. Destroy all biomass on site when the experiment is done. No biomass is ever taken from the research facility. The capsule that delivers biomass to the facility has no FTL and is gone before the biomass is intoduced to the Flood. Maybe have the facility deep within a gravity well. The delivery ship doesn't have enough delta V to escape the gravity well. It launches itself into the well before experiments start or withdraws to a safe distance and self destructs before experiments start. Warn off outsiders. Destroy the facility if outsiders attempt to enter it. Destruction can be done remotely or by AI on the facility at any time. The halo experimental protocols were so far from safe... I still prefer the idea that Flood was stored ON THE RINGS!!! of all places because the rings used the Flood's telepathic network to kill sentient life forms. The Forerunners research into the Flood showed them that they could use the Flood's network against it. The Flood that was on the rings was part of the mechanism. Therfore it HAD to be there in order for them to work and that overrides any saftey considerations. I mean would you keep captured Spetsnatz teams in SAC-NORAD or in the actual missile silos/bunkers? And spetsnatz guys are just guys, would you store Flood in SAC-NORAD or the White House maybe? ;-) (Put them in the broom cuboard next to the Oval office)
