Very good post, and well thought out, but you do seem to contradict yourself on the EXP system a couple of times. You say that it would be a bad idea for a person to be banned if they have a faulty router, but you think that it would be a good idea to penalize them a certain percentage (Possibly even 50 xp) for lagging out of a game. What if the person lags out 3 times? That is 150 XP lost because of connection problems. And trust me, that would cause anyone to stop playing matchmaking.
Of course with being able to get 100 xp per match, that would be kind of lacking penalty.
