Depending on how specific you're being, the Terminals tell us that the Forerunner were remote-destroying all their keyships. That is specifically referring to the ships of the same design as the Covenant Dreadnought. Those are "keys" used to activate in-ground portals. Those Forerunner ships in Halo Wars can be 'technically' exempt. 'Every last resource' could also be like taking all your money to the stoire to buy something, but you didn't bother fishing through the couch for each penny and nickel. A few ships on a remote world may not have mattered to them. What's still a mystery is how the keyship that ended up in High Charity had survived remote detonation all those millennia ago.
