From a purely practical standpoint: One can only assume from his hostile stance towards the Chief that his mind has been so affected by what he has seen that he is no longer behaving in a sane and rational way. Once he begins firing at you, he cannot be made to stop (so long as you remain in view and he remains alive). The humane choice, obviously, would be to treat him as a casualty and get him medical attention. This is not an aspect of Halo gameplay; not for other categories of casualties, and not for this poor soul. Once he has fired upon you, return fire seems justified-- although it does waste a bullet, and if what you're after is his precious pistol ammo, whacking him saves one more. In all the times I've played that level, I only walked past and let him live once-- hoping to return to the spot after the Flood attacked to see what became of him. I honestly don't remember at this point whether I was unable to do so, or if the body was simply gone when I returned.
