If they had already been to 3 other Halos previously, then what is : so special about finding Delta Halo? If you read my posts carefully, I make a distinction between mapping a Halo and visiting one. I'm saying, from the murals, they knew the approximate locations of the ring worlds, but until Earth year 2552, they hadn't visited one (for whatever reason). Maybe the rock found on Octanus, guarded by Hunters, was their key to one of the ring's precise location. (Perhaps an artifact under New Mombasa revealed Delta Halo's location?) Knowing a gigantic ring world left by your gods exists is one thing. The Prophet was asking if actually seeing the ring dumbfounded the Arbiter to the point it made his judgement or abilities lapse and allowed the humans to do what they did. They're accusing the Arbiter as being "paralysed" by the ring's beauty and thereby let the humans onto the ring, to ultimately destroy it (before even one of the Heirarchs had seen it) although at least one Prophet was present at Halo 04.
