There's a long post by me a while back when this came up before. To summerize, I was suggesting that there's a difference between what the Forerunners call the Halos and what the Covenant (and thereby humans) call them. The Forerunners, through the Monitors call them Installation 04 around Threshold, and Installation 05 around Substance. The Covenant call the first Halo they mapped or discovered Alpha Halo (A Covenant term translated into English to indicate 'first ring') and I'm postulating the fourth mapped ring they called Delta Halo. Because of a discrepancy as to how the Monitors and the Covenant name the rings is why Delta (fourth letter) and Installation 04 don't go together. "Installation Alpha", referring to Halo above Threshold is mentioned by Guilty Spark while he babbles on as you fight the Heretic Leader in the Flood Lab Shuttlebay. Joe Staten had also mentioned "Alpha Halo" specifically in an interview, but I don't have that source handy to link.
