That does just enough damage to contain the Flood without : complete wrecking the targets. But that could be worse! In a theoretical case, if the effect wasn't sufficient to completely wipe out a given planet's sentient population, it would literally be survival of the fittest. The most intelligent and resilient beings would survive - and these would make the toughest flood.
