Hrmmm.... Let's try this: Intelligence requires a well developed brain. Couldn't Halo fire off something that would interrupt the functions of the brain? (To quote Scotty from 'Search for Spock': "The more complicated the plumbing, the easier it is to stop up the drain.") As for 'biomass', that could be due to the 'wasting effect' on the flood's victim (zombification, looking lie they're melting, or being consumed from within).

Try this another way. A 'flood candidate' meeting the requirements for infection would have a certain brainwave pattern. Adjust settings for these patterns, and when/if it goes off it scrambles the functions of the brain. The legendary 'killer headache'.
