Within a comparatively small radius. The fact is, nothing in regular 3D space moves faster than light. Thus, Halo would take at least 25,000 years to do it's dirty work. By which time the Flood could have moved on to another galaxy and be spared the destruction of the Milky Way. Therefore, I'm convinced that Halo does something involving a form of Slipspace.
