They're like flatworms devouring flatworms. When they infect you, they gain all your knowledge. How many marines do you suppose knew that the POA wouldn't respond to anyone that didn't have Keyes' brain chip?

As for the Flood and the Covenant, what do you think the Flood are doing in "Keyes?"

The Flood were repairing BOTH the POA and TnR. The Covenant were doing their damndest to destroy their own ship, however there weren't enough humans left to do the same for the POA. Luckily, MC is the equivalent of 10 men.
