This is where my test shows that this is not the case. Yes, people used to spamming 100% bloom will be rewarded with slightly more accurate shots. But people who are used to pacing, and successfully learn to pace faster in 85% will be MORE rewarded. Pacing is MORE rewarded, and spamming is MORE punished in 85% bloom than it was in 100%. This seems counter-intuitive, and it actually has to do with the very fact that they DIDN'T change the ROF. Since the max. ROF of the DMR is the same at 100% and 85%, spammers CAN'T fire bullets any faster (even though they are a bit more accurate). But since the time it takes for the reticule to reset is faster, pacers CAN fire accurate bullets faster. And my results show that that the faster pacing times in 85% outweighs the slightly more accurate spammed shots.
