Basically : whats he is saying is "The Sacred Halo is more important than killing : humans." Yes, but Elites are mroe militaristic than the Prophets. Elites captured the entire command crew of the Autumn and the Marines near them, along with many during Delta Halo (High Charity's rescue mission). They undoubtedly captured more prisoners, aespecially considering CCS Truth and Reconciliation had at least 20 cells (of which only humans occupied. Perhaps even Covenant criminals are too good to taint with primate filth.) All it takes is one "innovative" Elite, and judging from how easily they left the Covenant and how they acted even during the Heretic missions, Elites pay religious service in the church and fight like soldiers on the battle field.
