Hmm. I suppose that depends on how you define it. They do quite a number on the Arbiter as punishment for his failure, and then sentence him to death anyway. That seems pretty cruel-- as if a trial with the possibility of capital punishment wasn't enough, they have to electrify him and burn a mark into him. And THEN they go to work on him. |
