Confusing. Louis Wu just posted above that the Cortana Letters have been discredit, that they didn't relate to the Halos.

These have been pretty much fully discredited as story canon since well before Halo was released. (The direction Bungie was going abruptly changed after the person involved in creating these went... a little postal.)

Your theory fits well, though. Makes me wonder if they really do relate, or not.
