exactly...you just couldn't be sure

you'd think so...but Halo breaks up into several large peices that on their own have to be several hundred miles long...given Halos scale it's possible that a "intelligent species" like the Flood may be able to survive on one of those "arks" for some time...

This is precisely the point...perhaps the Forerunner(s) were overly paranoid or perhaps they understood how resilient the Flood can be and arrived at their own "final solution"...all of which make Cortana's course of action risky at best...

Given the choices though...
