You ascribe to much agency to GS -- true he is inquisitive -- but the only reason he would visit earth is to obtain the index, not just for the hell of it. He was built by the Forerunner and functions according to protocol, i.e.,

Won't allow MC to transport the index
Is surprised that a construct (Cortana) is in the control room because of "the rules"
Does not retrieve the construct himself, etc.

In that he is construct, he is subject to the rules of his program.
