Right, I know what syntax is. But I am just saying, maybe they aren't trying to communicate anything. or maybe they are just keeping it simple for the grunts sake

In the universal sense of frequency...what you can hear isn't low at all. I mean REALLY Low, below human hearing....or "high"...Above human hearing.
Come on MAN, these are just possible explanations for your question.

I don't remember her ever saying "Com channels". Cortana was tapping into the Covenent "DataNet" So apparently they store/transmit data in a way that Cortana can interpret. But that may have nothing to do with language.

Well, of course we can always say, "it makes the game better or more funny." But I was just offering some "fictional world" explanations....since you were asking :)
