In Response To: Give this theory a try... *spoiler* (Thaumaturge) My friends an I came up with the following theory(much of this info relies upon reading the novel): According to the book, the Covenant use a caste system of society/government.In this system, the top of the rung was missing, the elders. These elders, long ago, ran into the Flood and were almost wiped out themselves. Their remnants assembled the Halos, stuffed the Flood onto them, assembled the monitors, taught them to refer to them an "Forerunners," then brainwashed some guys to wipe out all exhistance to prevent the flood's expansion. Somehow, the Forerunners died/lost contact with the Halos and continued their mission to remove of Flood food, using the Covenant.Every Covenant has standing orders to recover the Halos and/or any evidence towards their location. Here's a reason why the Forerunners came before the Covenant, and are linked to them: The underground facilities have a very similar iridescance(sp) to that of the covenant.Their sentinels also use energy-based weapons, just like the Covenant, and have shields, just like the covenant. Basically: Forerunners find Flood, they damage and die, the remnants build Halos and an army, they all lose contact with the Monitors and use their "Covenant" armies to take their place and to find where the Halos are, the Covenant are told which races to destroy, and Humans are one of them, Halo happens, somehow the human race could join the Covenant in their search to destroy the Flood(it happened before).
