Wow, nice one. My thoughts on this thing has to do with the prophets of the Covenant mentioned in 'Halo: The Fall of Reach'. I was originally thinking that the prophets that seemed to direct the actions of the covenant were perhaps rogue forerunners that had different ideas than the rest of them. This could also fit in, although it would make less sense with this theory. You would just have rebel humans that had defected from the group that made the ringworld. They now go out and try to find it.

okay, that makes me sound like I'm on crack. I'll stop now.
