GTA V is supposedly even going so far as to make everything in the game world available to the player right off the bat. I think the belief with some developers is that while they know what the most popular weapons and items are and that a lot of players want to use those exclusively, they'll purposefully design it such that the player will have to use a lot of other stuff in the gameplay sandbox before getting to the popular items, because the designers think the other weapons/items/etc. are as worthwhile as the popular ones.

I think it's a cop out, but Rockstar seems to be listening, at least.
