First off, I can pretty much guarantee you that a phrase like 'whoring out the franchise', if actually spoken by Bungie employees, was NOT said officially. ;)

Bungie is made up of people, and people have opinions. Not everyone at Bungie agreed with the decision to walk away from the Halo franchise - some actually left the company because of that decision. So it shouldn't surprise you that some of them might have had opinions that took a more possessive view of the IP...

I'd guess that someone (or multiple someones) DID express that view - but it wasn't the official view, and you shouldn't call it a 'low card'. BUNGIE didn't play it - some employee who didn't want the IP spread around/diluted played it. And likely, that employee didn't have the power to fight the spreading-around.
