Great video, I like the ideas you put forward. I'm definitely for 100% flag carrier movement speed.
Time rewards for flag captures sounds like a great idea, I think 1 minute time addition for flag caps could work, so long as there is an upper bound on amount of flag caps, I would say 5 would work. That means max game length can be:

2-Flag

5 + (2 * 5 * 1) - 1 = 14

1-Flag

(3 + (1 * 5 * 1) - 1) * 2 = 14

Amusing one flag capture is made every time the clock approaches zero, which is unlikely. 5 minutes on the clock at the start of the game sounds good, you don't want it to be too short.
The idea is sounds flawless for One-Flag, as your team is rewarded more time for each additional flag capture, but with two flag, both teams are rewarded more time for one team's flag capture. I'm not sure whether this is necessarily bad, but it's something to think about...
