Anybody with a decent grasp of the limitations imposed by console controllers and enough spine to make sure they put out a quality product. Among that group is Blizzard, Relic, Ensemble Studios and the developers made from its dead body. Who do I think could make a good Halo RTS? No RTS developers that I know of. Certainly not if they're going to make a console RTS. I really like what Relic did with Company of Heroes and Dawn of War, but I'm not sure how well they'd handle Halo's story.
