Those are Transport leader powers. They require the unit to already be made and on the battle field. Hot drop would just be like dropping ODSTs (sans spamming): the only time spent waiting on the unit to "train" would be when the Hot drop power is recharging. It's kind of like the campaign mission with the Rhino, except it used a static hot drop pad (you couldn't select an area and have a Rhino dropped off there from the SoF).
