That's the way TrueSkill is designed. If you start 'new' players in the middle that means, by virtue of the way the the skill distributing works, there is a 50% chance that the player's actual skill is above that, and a 50% chance that their skill is below that. Plus, the majority of players' skills are bunched around the middle anyway, so it is more more likely to get close games quickly unless the new players' skill differs drastically from the average (very high or very low skill).

Conversely if you start new players at zero, there is a 99% chance that their skill is above that - people who are actually low skilled will get stomped on a lot, by players who may only be average skill.

Now you know why Halo 3's implementation of TrueSkill sucked for matchmaking.

That goes beyond what TrueSkill tries to achieve and the lack of such considerations is a criticism of both TrueSkill itself and the way it is used in games like Halo: Reach.

Well I've no idea exactly how loose the matching is in Reach. But you can also balance teams using TrueSkill to maximise draw probability. As a crude example:
Red has a 40 and a 25, and Blue team has a level 38 and 26 - so together the assumption is both teams are roughly equal.
