I used to get all up in a tizzy about the "new" weapons in Halo unti I realized something very important: it's a large universe, and there are hundreds of human worlds. There are a LOT of guns out there.

Beyond that, think of the situations in which you encounter the guns. First game? A single wounded human ship with one of its armories damaged. Second game? You only ever see soldiers from In Amber Clad, a ship outfitted for special operations. Besides, the SMG makes tons of sense as a personal sidearm on a navy vessel: it's compact, packs a nice punch for its size, and is easy for an un-augmented human to use. Move along to Halo 3, and you have human ground forces, human naval forces, and civilian fighters using every piece of ordinance they can get their hands on.
