It's really not balance, it's just stupid people who : think they're snipers just because the Recon class gives you a ghillie : suit and a sniper rifle. There's more to that class, and those people : could be infinitely more helpful than they are. Instead you get 3 people : clustered together on a hill with high powered rifles thinking they're : awesome when really they aren't doing anything more than giving someone a : nice shot at a triple kill. No. But yet again it IS a balance issue. You have people with those ghillie suits hiding, and not helping. Is there a cap on how many can be snipers? Regardless of if there are 24, or 16 players, people will do that. Odds are you'll be less likely to get players like that in your game if you have less people to fill the slot...but then...you can say that for EVERY type of player. Also, playlists and customs are a huge factor. Bungie can CHOOSE to have 8v8 playlists along with the playlists with more. YOU wouldn't have to play them.
