I actually meant to post something like this earlier today, but ran out of time. Contrast this encounter with, say, Sniper Alley near the start of Outskirts. That encounter has very, very few options in terms of gameplay: you can shoot the jackal on the 6th floor, or the one on the 3rd floor, or the one on the ground, first. (If you're playing on easy or normal, you have more options; you can probably make it up to the break halfway up on the left, and then take things on in the order you choose. But if you're playing on Heroic or Legendary, your first order of business is the same as everyone else's first order of business: duck out, snipe the jackals before they snipe you, duck back. Period. There really aren't any alternatives.) Way different from the multitude of ways of attacking the stairs in PoA. (Though fighting from the stairs themselves, as roland suggested, is NOT really one of the options you have, unless you've got some magical invincibility cheat on. :) )
