I find myself with similar questions, but similar answers. This line of questions about the UNSC has been a big pain while I've been developing my game, FS2H.

Experimental equipment would not have been mass produced; this is true. And the motion tracker jammer would be useless if the Covies didn't use motion trackers. But I wonder if the jammer will be in single player, or just multiplayer? If it isn't in SP then there are no problems with it story wise.

Now the bubble shield...

I understand the implications and the questions. But look at the sheer scale of it all. The Mjolnir armor requires a fusion reactor to power itself and the suit's shields. Fusion reactor...that's a lot of juice! Just from a size comparison: the fusion pack on MC takes up what--a third or a fourth?--of the armor. If there was no change in the power needs over a ratio, a shield projected over a ship a kilometer long would need a fusion reactor a third it's size! And in GoO one of the brass comments that you could build a fleet of ships for the amount of money and resources spent on the Mjolnir armor.

I think that it boils down to cost-effectiveness. If a few dozen suits cost as much as a fleet of regular ships, then a single shielded capital ship would cost as much as the standing navy! And besides, a few shielded ships would not turn the tide of the war. Even with 3 to 1 odds, the older non-shielded ships are more effective just through attrition.

Now a shielded Longsword wouldn't be a far cry, but once again; $$$$$.

The Spartan Laser as space-grade weaponry would probably follow the same trend of cost-effect. It even says in the books that the human rebels were "eroding the UNSC economy." Not to mention the lack of resources now that the Outer Colonies are glassed.

But if all of this conjecture isn't enough to satisfy, then marinate on a quote I heard once while questioning the logic of the characters in a sci-fi movie:

"SHHH! IT'S IN THE SCRIPT!"
