I think the new technology (spartan laser, bubble shield, trip mine, : etc), are now there is because we are on earth.. which has, most likely, : ALOT of the equipment/weapons/etc that are not found anywhere else. ontop of that the ship in halo 2 (name slips my mind at the moment) jumped to halo rather quickly without much preperation (hell the whole of the UNSC was taken off gaurd when the covernant showed up on the borders meaning that half the ships wernt ready therefore leaving a very high chance that in amber clad (there we go knew i knew it) may not have been fully stocked. infact we know the pelicans didnt have there usual compliment of fuel when we heard one say something about it being the final pass as it was low on fuel. whereas in halo 1 echo 419 accompanied you right through the game near enough, even right up its explosion on the MAW
