It seems likely the Xbox will be able to use mods since it has a hard disk, but I doubt you'll be able to make them there. You need 3d modellers and graphics programs for that.

It seems likely. This is how Quake 3 will work on the Dreamcast, and they couldn't be outdone by a game that comes out a year earlier.
