Yes, they have (presumably) all of the models done for the characters and models, the engine seems to be coming to the point where the programming team doesn't have to spend every last second implementing new features, so everyone can sit down and focus on creating content. That could mean up to 9 full-time designers most of the time, in which case things should go relatively fast.

Another thing to consider - the landscapes probably won't be as time-consuming to create as the Myth ones. Bungie doesn't seem to be using a colormap this time around(the ground is too detailed, blood disappears, and the map loads too fast), which means the artists won't have to create such gorgeous, monstrous, and really time-consuming maps.

So, I'm guessing we'll see Halo either just before Christmas or a few months after the new year. It would be a _real_ shame to see it come out like January 3rd, missing the viable and exciting(PR-wise) Christmas season. According to IMG's comments, Oni is being slated for October and Halo sometime not too long after that(presumably just before Christmas or after the new year again), but those should be taken with a grain of salt. Remember when we all thought it might be an Oni Christmas last year?
