Are you sure those are the same weapons? I think that the weapon in http://halo.bungie.org/pvw_halo_uk_oct99/pvw_halo_uk_screen21.jpg is a sort of gun. The same sort of gun as the surrendering alien (in the first movie) is using. You can see her/him firing it just before she/he surrenders, if look at it frame by frame.
