It's not necessarily the case that they're going to model the entire surface of the ring; they may have some way of gently restricting you to the portion in which the game actually takes place.

Alternatively, they don't need to model the entire surface to the same level of detail, as long as the ring is largely barren; flat grassland doesn't necessarily need to be described with a 1-meter grid, nor does it need to necessarily be described in a repeatable manner (i.e. it could be randomly generated on the fly). Even "interesting" terrain like mountains could be sparsely described if the only way you can get to it is e.g. by crashing a flyer hard enough to go splat (thus it could be fractally generated on the fly as you pass over it).

So, the world description might be something like a broad-brush terrain declaration (grassland here, ocean there, mountains through here) with explicitly modelled areas plopped here and there like islands and seamlessly joined to the "filler" terrain. That would also make it fairly easy to add user-defined maps, since they could be plopped down anywhere as long as the edge conditions. In that scenario, you'd only run into trouble if you had two user-defined maps which wanted to be at the same particular place relative to other important landmarks; it might be preferable to limit user-defined maps to asking for a particular terrain type to surround them, or perhaps there could be a central Registry Of Deeds for people who really, really want their own map to be near, say, the hanger in the Halo trailer...

Of course, this is all completely idle speculation. Perhaps the wizzes at Bungie have figured out how to model a million square km with a centimeter grid and still have it fit on a floppy disk (OK, I'll be generous -- a 2.88MB floppy disk).
