Agreed. This little inconsistency has always irked me. In M2 it took us sometime to fully activate Thoth and only then did he send his message (via ansible) to the 11th clan. And it took them a whole 3 levels to arrive. Here it is like they arrive almost instantaneously.

Not sure what you mean by "a continuation of the previous chapter". Aie Mak Sicur is the conclusion of the currently chapter Despair. The previous chapter is unknown other than we know it ends with Ne Cede Malis.
