Interesting thing that just occurred to me...
The "same character" can be transplanted between different story universes, as far as discussion from the real-world perspective goes. I can write one story about Joe Schmoe, and develop his character and personality traits and so on... and then have another story with that "exact same" person in an unrelated context, with various features of his history, origin, etc changed to fit that new context. Just look at all the contradictory stories written about comic book superheroes, mythological pantheons, or legendary figures like Dracula. Someone like Dracula is a great example - plenty of different stories feature the character of Dracula, differing in assorted details but all still "Dracula". Another example might be Tom Bombadil, a character from some of J.R.R. Tolkien's stories which aren't set in Middle-Earth (or anywhere else in Ea for that matter)... and yet old Tom makes a cameo in Fellowship of the Ring.
So, the Master Chief and our unnamed Security Officer could be the "same character" inasmuch as they are meant to have all the same essential characteristics and play the same role and "be the same person"... despite being two different versions of that person in two unrelated works of fiction.
