Shockstaff improvements would either be better accuracy or improved shooting speed. Having both of these qualities in a too negative way, is kind of... bad for the weapon's reputation ;)
The Ar is a good example of this.
The first trigger sucks at accuracy, but is good at speed.
The second trigger is good at accuracy, but sucks at speed.
Think of an Ar which first trigger is not automatic, and its grenades not accurate.
