The phor probably would've already had control over the s'pht by Halo's time, so the Phor would probably bring the s'pht in with them. Plus, the s'pht are just slaves to the Phor anyway, so they probably wouldn't even be considered covenant. And, with the whole civil war thing going around in Halo 2, my guess is that by Halo 3 the Covenant will fall apart.

That makes a lot of races ready for slavery, like the Drinniol... and we know who would be prime for bringing them into slavery don't we?
