In Eternal they are sort of both of these. What we think of as W'rkncacnter are a certain kind of corrupt eternals (the good ones of which we call Jjaro), who possess a kind of probability-altering technology or ability (now indistinguishable to such beings).

The main difference between Jjaro and W'rkncacnter in Eternal is that the Jjaro have entirely left the physical universe and just try to sort of guide it; the W'rkncacnter usually retain some physical form (of various sorts, as the eternals are of various origins) and try to control and directly affect the physical universe.

I decided that the W'rks must be solid because A) they are effected by gravity and can be trapped by it, and B) a sleeping one smacked into the Earth and made a nice loud THWACK when it did so. And C) they can apparently knock each other out; I imagine the "waking" of the one in PiD was it's physical form slowly repairing itself so that it is useful to the Outside conciousness.
