Yo, Luis. Those are actually two totally separate lines.

Furthermore, 343GS says "...which means that any organism with sufficient mass and cognative capability is a potential factor." As he is leaving teleportation, you never get the context of the remark.

Also, it is made relatively clear by 343GS that Halo's main weapon will destroy anything big or smart enough to be a threat. A larger reenaction of the old stuff about how cockroaches would survive a nuke. It's great that they survive, but they are totaly worthless, and their survival makes no difference - at least in the short term.
